Scholarship scheme for students participating in fee-charging degree education

1 Scope of application

According to Finnish legislation, non-EU/EEA students are subject to tuition fees. At the latest, charging of the fees must be introduced for education programmes commencing on 1 August 2017. Universities of applied sciences must have a scholarship scheme to support students enrolled in the fee-charging programmes. (Law on Universities of Applied Sciences 13 a§.)

This regulation defines the principles of the scholarship scheme and gives instructions on how the scholarship rules are applied in practice.

2 Amount and payment of the annual tuition fee

The Board of Saimaa University of Applied Sciences decides on the annual tuition fees for Bachelor’s and Master’s degrees as well as for Double Degrees. Information on the fees is available on the Saimaa UAS webpages. The tuition fees apply to students who start their studies on 1 January 2017 or later.

The students participating in fee-charging education and registered as attending (present) must pay the tuition fee that the UAS Board has decided on. New students make the annual payment at the same time when they accept the study place. Continuing students must pay the annual tuition fees by the deadlines announced on the Saimaa UAS webpages later. Students can register for the academic year only after paying the annual tuition fee.

3 Purpose of the scholarship and prerequisites for granting it

Students who are subject to tuition fees are eligible to apply for a scholarship. The applications are to be addressed to the Scholarship Board. The purpose of the scholarship is to cover, either fully or partially, the cost of the tuition fee. Any remaining amount is to be paid by the student.

The student’s progress in the studies affects the granting of the scholarship. One requirement is that the studies have progressed according to the confirmed curriculum. To receive a scholarship, the student must have completed a minimum of 27 credits (ECTS) during a term or 55 credits during the academic year. The application periods, as well as the payment days, are announced on the Saimaa UAS webpages later.

The applicant must demonstrate the progress of studies by attaching a transcript of records to the scholarship application. If necessary, the Scholarship Board may request the degree programme manager to submit a statement on the progress of studies. It is possible, however, to grant a full or partial scholarship to a student whose studies have not progressed as planned due to a prolonged illness. In such a case, the applicant must present a statement issued by the student health care services and a statement from the degree programme manager.

Under a Double Degree agreement by the universities concerned, scholarships to students studying at Saimaa UAS may be processed and granted in advance.

In addition, to get a scholarship, it is required that the student has not committed any acts involving disciplinary measures, such as plagiarism or cheating in exams, as described in the UAS degree regulations. If the student has committed an act requiring disciplinary measures under the UAS degree regulations, a granted scholarship amount may be recovered either fully or partially.

4 Scholarship amount

The students who participate in fee-charging education and whose studies have progressed as described under Item 3 are eligible to apply for a scholarship that covers 100% of the annual tuition fee.

5 The Scholarship Board

There is a Scholarship Board at Saimaa UAS, consisting of a degree programme manager, two teachers and two students from the degree programmes taught in English, as well as one staff member from the student services office. Each Board member has a deputy. The Rector nominates the Board members and the secretary of the Board. The student members are put forward by the Student Union.

6 Decision-making

The Scholarship Board decides on the granting and possible recollecting of students’ scholarships. The scholarship applications must meet the specified criteria.

The decisions by the Scholarship Board cannot be appealed against.

7 More detailed instructions and directions

When necessary, the Rector gives further instructions and directions on scholarships, and justifications for granting them.
